Choose the output before the vendor
For a commercial account team, a cited answer about a quote is not the same deliverable as a client proposal or a completed system action. Start with the handoff you need: a research note, a reviewed proposal draft or an authorized operation with a checked result. Use the same current sources and acceptance questions for every candidate.
Decla publishes this shortlist. It is based on official public pages checked October 6, 2026, not hands-on trials or independent performance measurements. Candidates were selected for public descriptions of insurance research, document/proposal work or connected servicing. Unknown details below are questions to verify, not findings that a feature is absent.
Five candidates, the same four criteria
| Candidate | Source-linked answer | Proposal or handoff artifact | Connected action boundary | Question to resolve |
|---|---|---|---|---|
| Outmarket | Assistant describes cited insurance answers and multi-step research. Proposal Builder separately describes quote-page citations. | Proposal Builder describes editable quote-based proposals; Policy Check describes source comparison. | Policy Check describes account-manager-sent change-request drafts and record write-back. Confirm the exact module/action. | Test whether a revised quote invalidates an older cited answer and which review releases the proposal or action. |
| Cooper | Its broad platform describes extracting submission information and normalizing carrier terms. | The site describes proposals in the agency’s format, alongside submission and carrier-portal work. | Vendor-stated portal execution is broader than drafting. Verify the actual interface, identity and allowed action. | Ask for exact-page support for an exclusion answer, changed-source handling and proposal-review scope. |
| Cara | Knowledge describes storing and referencing agency information and extracting insights across documents. | Workflows lists policy comparison/checking and quote proposal generation as module functions. | Orchestration describes custom workflows and integrations; identify the selected modules and task boundary. | Ask which module owns a cited answer, which owns the proposal and who accepts the transition between them. |
| Fulcrum | Servicing describes source-traceable work and policy checking against requirements, submissions and coverage. | The inspected servicing page emphasizes discrepancy and service outputs. Ask for the exact proposal handoff required here. | The page also describes sending, tracking and applying endorsements, not only recommending them. | Test whether the servicing output can support your current quote/exclusion question and a reviewed proposal handoff. |
| Decla | About describes commercial-insurance operational work inside existing tools; exact cited-answer behavior is unverified here. | The required current quote-to-proposal task artifact has not been supplied for this comparison. | Current task/interface/grants/configured review/action/readback evidence is missing; company positioning does not fill it. | Require the same source-edition, citation, artifact-review and result evidence used for the other candidates. |

Where the implementation discussion differs
For Outmarket, specify whether the test stops at an Assistant answer or continues into Proposal Builder or Policy Check. Do not attribute every module’s behavior to the Assistant alone. For Cooper, the public workflow spans submissions, proposals and portals; inspect the precise proposal source and action rather than treating it as an answer-only assistant.
For Cara, name the Knowledge, Workflows or Orchestration contribution and receiving owner. For Fulcrum, start from the service discrepancy artifact and ask how it enters the proposal process you require. Neither module descriptions nor a service example establish your agency’s allowed end-to-end path.
For Decla, obtain the actual current task demonstration before treating the shortlist description as a capability commitment. Its homepage uses both approval-before-action and approval-only-when-needed wording; the exact workflow’s configured policy must be established separately.

Run one comparable handoff test
Register the current sources
Account manager
Give each candidate the same authorized quote edition, requested period, attachment inventory and question. Record prior editions without silently mixing their terms.
Ask for a source-linked answer
Source reviewer
Require the referenced page/form edition and an explicit missing-source statement. A citation should let the reviewer inspect the actual text; a plausible answer is not a coverage determination.
Review the proposal handoff
Proposal owner and designated reviewer
Inspect the exact proposal edition and its unresolved questions. Identify what the receiver accepts: clarification work, draft inclusion or a release decision. A changed quote needs a current disposition.
Evaluate an action separately
Authorized operator and receiving owner
If connected action is part of your requirement, establish the identity/grant and exact accepted action first. Inspect response and persisted/destination evidence separately, including an uncertain-result stop.
Fictional test: a cited answer needs a current proposal source
| Reference | Current source or artifact | Progress | Remaining boundary | Next owner |
|---|---|---|---|---|
| Q-A v1 / Q-B v1 | Fictional 2027 quote references; Q-A expires October 8. Q-B lists exclusion reference EX-B, attachment missing. | Question: which source supports the proposed exclusion summary? | EX-B text unavailable; no substantive exclusion conclusion. | Source owner obtains the authorized current attachment. |
| Q-A v2 | October 9 replacement changes Q-A’s listed form reference from F-A1 to F-A2. | Prior answer N1 cites Q-A v1 page 3. | N1 is stale for the changed reference; proposal inclusion held. | Reviewer checks v2 and any required referenced text. |
| EX-B receipt | October 10 EX-B attachment becomes available; edition matches Q-B’s reference. | Availability gap closed only. | Meaning and proposed wording still await qualified review. | Source reviewer checks exact text; do not infer coverage from receipt. |
| P1 / H1 | Prepared proposal extract preserves Q-A v2 and Q-B/EX-B refs with unresolved wording. | Receiver accepts reconciling citations and wording. | Clarification handoff accepted, not client release or binding. | Proposal owner returns a scoped inclusion/release disposition. |
| W1 separate test | Hypothetical only after current P2, destination identity/grant and exact review/action scope are established. | Connected handoff attempt returns receipt A1. | Receipt recorded; persisted destination content unknown. No clearance asserted for P1 above. | Operator obtains destination evidence before completion or repeat. |
| B1 readback | Separate hypothetical result still contains F-A1 instead of reviewed F-A2. | Changed-source mismatch remains held. | No correct proposal delivery or completed record update inferred. | Receiving owner investigates the edition mismatch. |
Use the result to narrow the shortlist
Choose candidates for the endpoint they can demonstrate with your permitted inputs and review process. Record a held or incomplete result as such.
Public page publication dates were not established; October 6 is the retrieval date. This comparison supplies no price, security certification, savings, accuracy rating or winner. Vendor descriptions are attributed, and Decla’s missing task evidence remains explicit.
- Can the reviewer open the current source behind each material answer and distinguish missing text from a substantive finding?
- Who owns the revised proposal when a new source changes one cited claim?
- What exact destination evidence would close an action, and who investigates a mismatch or unknown response?
