Define the packet and its open questions

Start with a named submission task: the insured reference, requested period, intended recipient and current requirement source. Record the carrier or program, requirement date and permitted application edition before deciding what belongs in the package. A familiar form number or last year’s checklist is not a current requirement.

Prepare three connected outputs: a selected-source inventory, an owned gap list and an exact handoff instruction. Each inventory entry should identify the document edition, relevant page or section, period or valuation date and reviewer disposition. Label a packet complete only against that recorded scope; track transmission and the recipient’s response separately.

Four checkpoints from source intake to placement handoff

  1. Freeze the task requirements

    Commercial account manager

Confirm the intended insured and requested term, actual carrier or program requirements, licensed form access where needed and allowed recipient. Preserve the requirement source and edition beside the task. Ask the responsible placement colleague to resolve uncertain requirements before assembly.

  2. Match and select the source editions

    Submission preparer

Compare the insured statement, declarations, loss-report periods and schedules with the task. Distinguish historical issued documents from requested terms. Keep unavailable information as a gap, not an inferred answer. Retain superseded editions so the reviewer can trace a later change.

  3. Review changed fields and remaining gaps

    Assigned broker reviewer

Map each required field to its source and basis. A revised operations statement returns affected narrative or schedule fields to review. A financial answer for the wrong reporting period remains unresolved. Record the exact version and preparation or release action accepted; do not transfer an earlier disposition to a new edition.

  4. Get acceptance of the next task

    Placement colleague

Name the selected packet version, open items, release state and response required. Obtain the receiving owner’s accepted scope. If transmission is later authorized, retain the actual attempt, recipient response and separate agency-record readback. A ready artifact is not evidence of a quote, placement or bound insurance.

Worked example: one financial gap closes, placement release stays held

Illustrative example using synthetic data. AC-A is an insured alias. Q1, S1, D1, L24, L26, E1, C1 and H1 are fictional source references; dates, amounts, requirements and owner actions are invented for this example. No licensed form, customer submission, carrier acceptance or Decla run is reproduced.

Stop at the affected field or action

  • Changed requirement or source edition: preserve the prior version, identify dependent fields and obtain a fresh disposition for those fields before release.
  • Unmatched insured, missing loss period or unresolved schedule use: assign the exact question and keep it open until the requested evidence is reviewed. One answered question does not clear the packet.
  • Denied destination access or uncertain transmission result: retain the attempt reference and use an allowed status check before considering another send. Do not substitute another identity or treat a delivery acknowledgment as market acceptance.

Use carrier requirements in their actual context

Chubb’s U.S. builders’ risk page lists application information including project description, values, locations and requested limits or coverage, with additional details for delay-in-opening requirements. That is a product-specific public example, not a mandatory document set for every commercial submission.

The fictional Q1 inventory above does not reproduce Chubb’s application or establish its underwriting requirements. Checked October 6, 2026; no publication or update date is displayed on the cited page.

What to verify before choosing Decla for submission preparation

Decla’s About page positions the company as an AI operations platform for commercial insurance. Exact submission-preparation operations and connected access need task-specific evidence.

  • Confirm the current interface, connected identity and grants, allowed document sources and form rights, versioned requirements, agency standard operating procedure (SOP) and assigned reviewer scope.
  • Ask for a real source-linked packet and gap list showing a changed statement, wrong-period field and missing loss span, followed by the exact reviewer disposition and receiving-owner output.
  • Inspect actual permitted transmission, recipient result and separate record readback if those actions are in scope, plus denied access and unknown-result handling. Require a genuine approved capture.
